Notice Regarding ITEM 1300 Fuel Related General Rate Adjustment

TSP TTHU Experience Form

The TSP TTHU Experience Form is a required onboarding document for all TSPs who would like to provide TTHU services to FEMA. To understand more about TTHUs and the requirements to move them, please look at the FEMA Standard Tender of Service (FEMA STOS).

FEMA Uniform Rules Tariff (FEMA URT)

EFFECTIVE July 1, 2024
The purpose of the Federal Emergency Management Agency (FEMA) Uniform Rules Tariff (FEMA URT) is to articulate the business rules and accessorial charges applicable to Transportation Service Providers (TSPs) submitting rates in response to the FEMA Standard Tender of Service (STOS), the General Request for Offers (RFO), and One Time Only (OTO) Requests for Offers for transportation and logistics services. The rules and accessorial charges contained in this publication will govern the freight services of the TSP's tender, and will apply from, to, or between those points which are specified in the individual tender.

FEMA General Request for Offers and Filing Instructions

Effective January 1, 2024
The FEMA General Request for Offers and Filing Instructions provides further details and guidance to the annual bidding process. Note that only TSPs who provide trucking services and have met the approval requirements for the 2024 STOS Program year will be eligible to submit rates during the Request For Proposals (RFP) period.

FEMA Standard Tender of Service (FEMA STOS)

Federal Emergency Management Agency Standard Tender of Service (FEMA STOS) provides the baseline rules for performing general freight services for federal agencies. This STOS provides the terms and conditions for transportation and related services for Freight of All Kinds (FAK) for shipments moved by truck, rail, air, water, or a combination of these modes. It applies to all rate tenders filed with FEMA. As a Transportation Service Provider (TSP) qualified to participate in providing freight transportation services, it is important to understand and carefully follow the contents of this document.

FEMA Tender of Service Program Transportation Service Provider (TSP) Registration Form

The TSP Registration Form is the first document that will establish a profile for a TSP within FEMA specifically. The TSP Registration Form will specify the TSP’s bid email, bid phone number, whether the TSP is asset-based and/or a freight broker, the modes of transportation that the TSP would like to provide FEMA, and the number of each type of asset the TSP owns (if applicable).

Logistics Supply Chain Management System Cloud (LSCMS-C) Access Control Form

The LSCMS-C User Request form is used for individuals of a TSP who require an LSCMS-C account to access the Carrier Document Upload and/or Web Tenders role within LSCMS-C. The LSMCS-C user request form submittal begins the onboarding process for a newly applying TSP.

FEMA Transportation Service Provider (TSP) Agreement and Certification Statement

This agreement is to ensure that all EC obligations are legally binding on all TSPs. This agreement prescribes the general procedures and policies to be followed when Electronic Commerce (EC) is used for transmitting and receiving requests for offers, rate tenders, or other business information. This a one of the required onboarding documents.

Carrier Web Tenders Student Manual

This Carrier Web Tenders student manual provides step-by-step instructions for how to use the Web Tenders module in LSCMS required for management of FEMA shipments. The Web Tenders module is a web-based portal through which Carriers accept/decline, update, and create tracking messages for assigned FEMA shipments.

Carrier Document Upload Reference Guide

This TSP Document Upload Reference Guide provides step-by-step instructions for how to upload the documents required for FEMA approval. Once a Transportation Service Provider (TSP) has been given login credentials to access Logistics Gateway, TSP documents can be uploaded.
